No file is high resolution on its own. The phrase describes a comparison between two things, the pixels in the file and the pixels in the panel, and it flips the moment either one changes. The same anime wallpaper that looked immaculate on an old office monitor is a soft, mushy thing on a new one, and nothing happened to the file.

Resolution counts pixels and says nothing about quality

Resolution is a count of pixels across and down, so 2560 x 1440 describes a quantity of information and not a grade of workmanship. A badly drawn image at 3840 x 2160 is high resolution and still bad.   3. Double the Mac figure in each direction, because a Retina panel holds two pixels per point in each direction.
  4. Compare the pairs: the file is high resolution for that screen when both of its numbers are equal to or larger than the screen's.

The comparison has to be made against the screen the wallpaper will actually live on. A file bought or downloaded for a phone is not high resolution for a desktop, and a desktop file is rarely tall enough for an Android panel at 1080 x 2400 or 1440 x 3120.

Read the second column downward and the reason for the confusion is obvious. A file that satisfies the top two rows fails the bottom four, and the word high did not change; the hardware did.
