Those three tests run in that order because they fail in that order. Wallpaper Engine is a Steam program that plays animated wallpapers on a Windows desktop, and its content comes from the Steam Workshop, which is user uploads. Nobody vets them for fit, for cost, or for ownership. You do.
The Workshop is user uploads, so rights are the first filter
Workshop rights are whatever the uploader says they are, and frequently the uploader did not make the art. That is the structural fact about a user upload service and it is not a criticism of the program: an upload form cannot verify authorship. What it means for you is that a wallpaper's page tells you who posted a file, not who drew what is in it.
Anime art makes this sharper than most categories, because so much of what circulates is fan art. Fan art is a derivative work of the original. An item authored for ultrawide is the only honest answer for an ultrawide desk. Nothing stretches a 16:9 composition to 32:9 without either removing most of the picture or distorting every face in it.

Dual monitors ask for one file at the combined width, not two files. Two 1920 x 1080 panels side by side need a single picture at 3840 x 1080, and two 2560 x 1440 panels need 5120 x 1440. Windows spans one picture across displays with the Span option, so a Workshop item authored at the combined width behaves; one authored at 1920 x 1080 is stretched across both and halves its effective resolution.
Two screens need one wide file, and a Workshop listing that does not state a resolution at the combined width is not the item you want. Check the number before the screenshot.
What "best for OLED" actually means
Best for OLED means dark and non static, because OLED burn in is differential aging: each subpixel dims with use, so a bright element left in one place for a long time ages faster than its neighbors and shows as a permanent ghost. The drivers are brightness, time and static content together, blue subpixels age fastest, and it is not reversible. Panel refresh and pixel shift routines reduce its visibility, they do not undo it.
The practical reading of that for a wallpaper is direct. A dark wallpaper with no fixed bright element is the safe choice. A bright wallpaper with a static logo, a clock, or a solid bar along one edge is the risky one, and an animated item whose background never moves is static content wearing a moving costume. A genuinely black background also costs less power on OLED, because an OLED subpixel showing pure black is switched off. On an LCD that is not true, since the backlight is on regardless.
Performance is usually already handled, and the settings tell you how
Performance rarely decides this choice, because Wallpaper Engine pauses by default when another application is fullscreen or maximized over it, which is why its measured cost while you are actually playing something is usually near zero. Its own quality and FPS settings control what it draws when it is visible, so an item that feels heavy on the desktop can be turned down rather than deleted.
